On September 16, 1946 a set of 8 stamps was issued for the Anti-Fascist Exhibition "Niemals Vergessen" (Never Forget).  Two of the proposed designs were not approved by the Allied Control Council, but small quantities of these unissued designs were distributed to dealers prior to the official first day of sale.
